The Asian Development Bank (ADB) has commissioned RLR Research & Analysis, Inc. (RLR) to implement the Last Mile Survey and conduct the Endline Impact Evaluation Survey for Satellite Internet for Last Mile Schools in the Philippines.

As an established leader in the market research and business intelligence industry in the Philippines, RLR will assess how low Earth orbit (LEO) satellite internet affects students’ learning and study practices in schools located in far-flung areas. The results of this research will be used to scale up interventions for other regions’ learners and design future education projects in the Philippines and other developing member countries.

The nationwide survey will cover 42 schools across Abra, Kalinga, Bohol, and Zamboanga Sibugay, reaching approximately 1,710 respondents–including students, school administrators, and teachers. Data collection will utilize a mixed-method approach through Optical Mark Recognition (OMR) assessments and Computer-Assisted Personal Interviews (CAPI).

This partnership with ADB reinforces RLR’s expertise in delivering large-scale market research and business intelligence solutions through conducting and managing impact evaluation studies that involve stakeholder coordination with government agencies and school communities. Through rigorous field operations and evidence-based research, RLR continues to support initiatives that create meaningful and lasting impact across the Philippines.
